I turn polar bears white
and I will make you cry.

I read this poem a long time ago and i couldnt figure it out, its been bothering me, so does anyone know?
This riddle has long circulated the internet. It usually is prefaced with something like "97% of Harvard grads got this riddle wrong, but 99% of kindergartners got it right." The usual closing question presented is not "What/Who am I?" instead it is "Can you guess this riddle?"
There are two popular answers to the riddle:
Answer One: There is no real answer to this riddle, so the correct answer to the question "Can you guess this riddle?" is "No." That, presumably, is why the kindergartners got it right.
Answer Two: "Time." This answer makes the most sense, since the riddle appears to have been directly derived from the following children's poem:
TIME
The time has come,
winter is here
and those yellow bears disappear.
The time has past
as man looks back with a sigh
and a tear in his eye.
As time is held
boys cross their legs
but of course the toilet begs
As time marches on
Girls loose their blush
and swap a comb for their brush
As time passes
For those held high
their end is nigh
As time catches up
Everyone is equal
when we get to the final sequel
As time turns
Without it we have flour and water
With it we have breakfast for my daughter
As time revolves
